VII.2)Information about modifications
VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Extension of contract for up to a further 12 months beyond 30 June 2023 to facilitate the delivery of the anticipated programme of services. This additional year was included in the initial procurement competition.
VII.2.2)Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The Contracting Authority had, and will have, a greater requirement for delivery of services through the contact than originally expected, based on the following factors:The COVID-19 pandemic created a need to procure additional services for existing and new work programmes. It has also delayed the development and preparation for the procurement of the Consultancy Partner and Major Works Consultancy Framework. In line with existing strategy it is appropriate for the release of these competitions to be staggered to deliver best value for money and a sustainable supply chain for the Department. Increased numbers of staff substitutions for delivery of work programmes. Public safety risk assessments of existing infrastructure. Significant increase in scope and scale of various major capital projects (partly attributable to recently introduced climate change policy). Many of these programmes and projects commissioned to date and the associated costs, will continue until 2024/25.
VII.2.3)Increase in price
Updated total contract value before the modifications (taking into account possible earlier contract modifications and price adaptions and, in the case of Directive 2014/23/EU, average inflation in the Member State concerned)
Value excluding VAT: 15 700 000.00 GBP
Total contract value after the modifications
Value excluding VAT: 23 200 000.00 GBP
