The contracting authority wishes that the following Information be published in respect of the original procurement process.
The process adopted was the Restricted Procedure, which was appropriate for a regional based multi-lot procurement with a significant number of potential bidders.
The Contract Notice set out that between four and six bidders would be invited to tender for each lot.
Following the conclusion of the pre-qualification process, the contracting authority selected a minimum of five bidders to tender for each lot.
Most of the selected bidders qualified to tender for a number of lots.
At the conclusion of the tender process, three of the ten bidders failed to submit any tender and as two of these had qualified for all five Lots, each Lot thereby lost two of its potential tenders.
The remaining bidders were selective in respect of which lots they bid for and four Lots lost an additional tender. Out of the five lots, one received two tenders, three lots each received three tenders and one lot received five.
The returned tenders were comprehensively assessed in accordance with the selection process set out in the ITT. All tenders received were considered to provide acceptable offers.
The highest scoring contractor was selected for each lot and the contract award notice was published accordingly.
