ECW2 was awarded via a secondary competition using the Crown Commercial Services (CCS) Construction, Works and Services (CWAS) Framework. This tender included a schedule of rates for environmental surveys provided by the tenderers, to be used to price any additional survey scope that was to be instructed to the winning Contractor once in contract.

Explanation:
This is a voluntary ex ante transparency notice (“VEAT Notice”) pursuant to Regulation 88 of the Utilities Contracts Regulations 2016 (“UCR”) relating to a variation agreement to increase the value of an awarded contract.
The Enabling Civils Works (Package 2) (ECW2) Contract was awarded at a value of £13, 001, 534.26, for Stage One on 8 July 2021 with a completion date of 22 March 2023. The Contract Scope included route wide engineering and environmental surveys to inform the design of the railway and includes a schedule of rates within the Contract.
This VEAT Notice is being issued to confirm that that High Speed Two (HS2) Ltd intends to increase the total value of the contract by £20,000,000.00. The total contract value after executing the variation agreement excluding VAT is £35,483,313.33.
The increase in contract value is to account for a higher volume of surveys being required than originally estimated. The scope of the services has not changed. The Schedule of Rates, coupled with the contractual mechanisms in place allow for the varying of survey scope within the Contract.
High Speed Two (HS2) Limited considers the increase in contract value is a modification that does not require a new procurement procedure in accordance with UCR Reg 88.- (1)(a)
High Speed Two (HS2) Limited intends to enter into the modification not sooner than 30 days after the date that immediately follows the date of publication of this VEAT Notice.
